Compare vessel identity, flags, ownership references, and reported measures. Check that a restriction is attached to the same vessel rather than a similarly named ship or an associated operator. Keep identity candidates distinct from legal restrictions. A flag or operator alone does not prove identity, and incomplete source coverage should remain explicit rather than becoming an assumption that no restriction exists.
