Check the candidate identity, cited legal instrument, restriction, effective date, and source coverage. A similar name is a reason to examine a record, not a legal determination. Missing measures should stay unknown when the available collection does not supply them. Preserve source dates and unresolved identity differences so a later reviewer can see the basis and limits of the assessment.
